Visite du Premier ministre tibétain à Paris : rencontre avec des parlementaires, la Communauté tibétaine et les groupes de soutien au Tibet

Poursuivant sa tournée à travers sept pays européens, le Dr Lobsang Sangay, Kalon Tripa [1] de l’Administration centrale tibétaine, est arrivé le 26 novembre à Paris pour une visite d’une journée.
Le Kalon Tripa a été reçu à l’aéroport Charles De Gaulle par le secrétaire du Bureau du Tibet, Paris, les président et vice-président de la Communauté tibétaine et le secrétaire de la Maison du Tibet. Les autorités françaises ont organisé une réception protocolaire spéciale à l’aéroport afin de souhaiter la bienvenue au Kalon Tripa.
Dans son programme d’une journée fort chargée, le Kalon Tripa a rencontré certains responsables gouvernementaux, des membres du Sénat et de l’Assemblée nationale, des membres de la communauté tibétaine, des Français membres de groupes de réflexion, et des défenseurs du Tibet ainsi que la presse française.

Le Kalon Tripa a été tout d’abord accueilli au Sénat par M. Jean-François Humbert, président du Groupe d’information sur le Tibet au Sénat [2], pour une heure de discussion sur la situation au Tibet et les moyens de renforcer le soutien pour le Tibet.
M. Humbert a informé le Kalon Tripa de la récente ré-élection des membres du Sénat, et a assuré une prochaine reconstitution du groupe d’amitié pour le Tibet.
Le Kalon Tripa a de son côté parlé à M. Humbert de la situation actuelle au Tibet et de l’administration tibétaine suite au geste historique du Dalaï Lama de déléguer ses pouvoirs politiques en mars de cette année. [3]

Par la suite, le Kalon Tripa a rencontré près de 350 membres de la communauté tibétaine en France. Le Kalon Tripa a appelé la communauté tibétaine à maintenir son unité et à travailler pour la cause du Tibet de toutes les manières possibles. Il a informé l’assemblée de la priorité donnée par son administration à l’éducation et au professionnalisme et demande instamment aux membres de la communauté tibétaine à travailler dur également dans cette direction.
Donnant son propre exemple, le Kalon Tripa a expliqué les conditions dans lesquelles les membres de l’administration doivent travailler, avec très peu de moyens et des ressources limitées, et les a félicités pour leur détermination et leur résolution. Il a exhorté chaque Tibétain à contribuer de quelque manière possible.

Avant de commencer son intervention, une minute de silence a été observée pour rendre hommage aux hommes et femmes du Tibet qui ont perdu leur vie et qui souffrent encore largement sous la répression de la RPC, et pour leur courage et leur sacrifice.



Dans l’après-midi, le Kalon Tripa s’est rendu dans le 11ème arrondissement de Paris, où il a d’abord tenu une brève conférence de presse avec les médias français, puis répondu à leurs questions.
Par la suite, le Kalon Tripa a rencontré les membres des groupes français de soutien au Tibet, environ une centaine représentant 25 groupes de soutien et associations. Des représentants de différents centres du Dharma et certains universitaires français ont également assisté à la réunion.
Le Kalon Tripa a exprimé sa gratitude à tous les supporters français pour le soutien de longue date et la sympathie qu’ils ont apporté au peuple tibétain, et les a exhortés à poursuivre leur solidarité et leur soutien jusqu’à ce que la liberté au Tibet soit rétablie.
Il a dit que la révolution française avait proclamé les principes de la Liberté, de la Justice et de la Vérité et que le moment était venu pour que le peuple, les dirigeants et le gouvernement de la France suivent ces principes et valeurs en prenant position pour le Tibet en ce moment critique.

Pendant les réunions, le Kalon Tripa a expliqué le changement de gouvernement après le transfert du pouvoir politique du Dalaï Lama à un dirigeant démocratiquement élu, qui dit-il, se trouve être lui, et a réaffirmé la continuité et la légitimité du leadership politique établi par le Grand Cinquième Dalaï Lama en 1642.
Le Kalon Tripa a également parlé de la situation critique au Tibet et en particulier de la série des actes tragiques et désespérés d’auto-immolations auxquels les moines et les nonnes tibétains ont recouru ces derniers mois [4] et a demandé à la fois au parlement et au gouvernement français des déclarations officielles exprimant la préoccupation concernant la répression croissante à l’intérieur du Tibet, qui a conduit à ces actes de désespoir.

Le Kalon Tripa a réitéré la détermination de son administration à ne pas encourager aucun type de manifestation, y compris les auto-immolations à l’intérieur du Tibet, car il connait les conséquences de telles actions : arrestations, tortures, emprisonnement, etc. Mais il a souligné les causes fondamentales de ces actes désespérés dus à l’occupation du Tibet par la Chine, l’augmentation de la répression après le soulèvement de 2008 et les politiques de violations systématiques des droits mises en œuvre par les autorités chinoises au Tibet plus récemment.



Le Maire du 11ème Arrondissement de Paris, M. Patrick Bloche, qui est également député à l’Assemblée nationale et vice-président du Groupe d’études sur le Tibet a également rencontré le Kalon Tripa, avant la conclusion de la réunion avec les Groupes de soutien au Tibet.
Le maire a exprimé sa joie d’avoir accueilli le Dr Lobsang Sangay, Kalon Tripa, dans sa Mairie.

Avant de partir pour Bruxelles, le Kalon Tripa a rencontré certains analystes de la Direction des Affaires Stratégiques, un "think tank" français et a échangé des informations concernant les développements récents au sein et en dehors du Tibet.

Certains des partisans français du Tibet ont laissé quelques mots après leur rencontre avec le Dr Lobsang :
- "Merci de m’avoir permis de participer à cette visite très importante pour ce grand homme. Nous ferons tout notre possible pour que les médias parlent de lui et de ses actions. C’était vraiment un bel événement !" dit Stéphanie, une bénévole.
- "Félicitations pour le choix de votre peuple sur son leader et sur cette visite historique à Paris", écrit un autre partisan.

Le Dr Lobsang Sangay sera conférencier d’honneur lors de la Conférence 2011 de l’Intergroupe sur l’autonomie réelle au Tibet, qui se tiendra le 29 novembre au Parlement européen, à Bruxelles au cours de son programme de trois jours en Belgique, avant de partir pour le Royaume-Uni pour la dernière visite de sa tournée européenne.

[1] Le Kalon Tripa est le chef du Kashag, le gouvernement tibétain en exil, équivalent de notre Premier Ministre.

[2] Le Groupe d’information sur le Tibet au Sénat sera prochainement sans aucun doute reconstitué, les dernières élections au Sénat ayant changé la composition de cette Chambre. Il s’agit ici du Groupe créé lors de la précédente législature.

Tibetan Political Leader Meets French Officials and Parliamentarians

Dharamshala, India: - Continuing his seven-nation tour of Europe, Dr Lobsang Sangay, Kalon Tripa (political leader) of the Central Tibetan Administration (CTA), arrived in Paris on Saturday for a one-day visit, to meet officials and politicians and encourage them to address the current crisis in Tibet.

Received with special protocol, Dr Sangay was welcomed into the city at Charles de Gaulle airport by the Secretary of the Bureau du Tibet, the president and vice-president of the Tibetan Community in Paris and the secretary of Maison du Tibet (Tibet House), according to the official media of the Central Tibetan Administration.

During a tightly packed schedule, Dr Sangay met with members of the Senate and National Assembly, and also interacted with members of the Tibetan community and their French supporters.

Mr Jean F Humbert, president of Friends of Tibet, hosted the Kalon Tripa at the French senate for an hour-long discussion on the situation inside Tibet, and on strategies to strengthen support for the Tibetan cause.

Mr Humbert then spoke about the re-election of Senate members and plans to reform the Tibet Friendship Group.

In an address to 350-odd members of the Tibetan community in France, Dr Sangay mentioned his administration’s prioritization of education and professionalism.

Commending the Central Tibetan Administration (CTA) for working with utmost determination, and with very few resources, the Kalon Tripa urged the community to contribute to their cause in every way possible.

Dr Sangay then visited the 11th District of Paris, where he addressed the French media, French Tibet support groups, 100 Tibet supporters from 25 countries, and several French scholars.

Dr Sangay expressed his gratitude to everyone present for the long-standing support and sympathy they have extended to Tibetans and urged them to continue with this until Tibet regains its freedom.

Also present was Mr Parick Bloche, mayor of District 11, who is also a deputy in the National Assembly and vice-president of the Tibet Group.

Citing the French Revolution, and its establishment of the principles of liberty, justice and truth, the Kalon Tripa said that, at this critical juncture, it is time for the people and government of France to live up to their principles by taking a stand for Tibet.

Explaining the recent Tibetan leadership change, following the devolution of political powers by His Holiness the Dalai Lama to a democratically elected leader, he reaffirmed the continuity and legitimacy of the political leadership established by the fifth Dalai Lama in 1642 AD.

Speaking of the growing repression inside Tibet, Dr Sangay asked the French parliament and government to issue statements expressing their concern.

He reiterated the CTA’s resolve not to encourage protests and self-immolations, because of the violent responses from the Chinese authorities these provoke, but also pointed out that the fundamental causes of these desperate acts are the PRC’s increasing crackdown in Tibet and violations of human rights there.

Finally, in Paris, Dr Sangay met analysts from the Directorate of Strategic Affairs to discuss recent developments within and outside Tibet.

"Thank you for having me participate in this very important visit for this great man,” said Stephanie, a volunteer. “We will do everything we can to see that the media speak about him and his actions,”

Dr Sangay will be the keynote speaker at the Tibet Intergroup Conference 2011 on Genuine Autonomy, to be held on November 29 at the European Parliament in Belgium. He will then leave for the UK, on the last leg of his Europe tour.

PARIS, November 26: On a one-day stop over in Paris, the democratically elected Tibetan leader Dr Lobsang Sangay, met with officials from the French foreign ministry and the Tibet Study group at the French Senate. Later in the afternoon, the Kalon Tripa spoke to the Tibetan community in France.

"The goal of this 14th Kashag (cabinet) is the restoration of freedom in Tibet and the return of His Holiness the Dalai Lama to Tibet", he reaffirmed. As the head of the exile administration his duties also include the "welfare of the Tibetan exile communities" and "the priority number one in this regard is Education".

The 14the Kashag which marked its first 100 day this week has been "one of the busiest Kashag in recent memory," said Dr Sangay.

"Inspite of financial, infrastructural and other challenges, I would like to remind my compatriots abroad that there is a very dedicated, hardworking and committed people in the Tibetan Administration in Dharamshala," he said urging Tibetans settled in France to lend a helping hand.

"It was inspirational to meet the Kalon Tripa. Today, I feel proud as a young Tibetan that we have someone like him to represent us," said Migmar, a Tibetan based in France.

Later, the Tibetan leader was received at the Town Hall of the 11th district of Paris, which raised the Tibetan national flag in his honour. There, Dr Sangay held a press conference and met with members of various French Tibet Support groups.

Thanking them for their continued support the Kalon Tripa said that inspite of the harsh reality in Tibet “the spirit of Tibetans, both inside and outside Tibet remains very strong.”

Then we will be together to celebrate the day when Tibetans from inside and outside Tibet will be reunited," he said.

"This will be the best story of this century," he added urging the Tibet supporters to not give up their hope too.

When asked about his message to the French president, the Kalon Tripa stressed on the importance of a clear message of support from the government on the situation inside Tibet.

"I came here today to show my support to the democratically elected Prime Minister of Tibet. I think that this is very important as a French supporter of Tibet," said Jean-Marie, a long time Tibet supporter.

"For me it is an immense honour to receive the Tibetan Prime Minister in my Town Hall, " said Patrick Bloche, Mayor and member of the French Parliament.

The Tibetan leader is on a whirlwind tour of Europe. His next stop is in Brussels where he will be attending a 'Tibet Conference on Genuine Autonomy' at the European Parliament. His trip will conclude with a visit to England.
